نقش امنیت غذایی و توسعه پایدار کشاورزی بر تاب­‌آوری در برابر تنش­‌های جغرافیای سیاسی و جنگ

چکیده
این نگاشته به بررسی جایگاه امنیت غذایی و نظام­های تولید کشاورزی به‌عنوان هدف کلیدی در جنگ­های نامستقیم و عامل برتری در جنگ مستقیم می­پردازد. در واقع، پرسش اصلی پژوهش این است که بخش کشاورزی به‌عنوان منبع اصلی تولید غذا چه نقشی در ثبات نظام­های سیاسی و تاب­آوری در برابر تنش­های جغرافیای سیاسی4 دارد؟ پژوهش حاضر با استفاده از روش مروری و بررسی منابع علمی به روز انجام شده است. با بهره‌گیری از داده­های سازمان­های بین­المللی مانند سازمان غذا و کشاورزی ملل متحد5 و صندوق بین­المللی پول6 و نیز نظریه­های اقتصادی-اجتماعی، نشان داده می­شود که چگونه ایجاد اختلال هدفمند در زنجیره تأمین غذا به‌عنوان یکی از پایه‌های مهم اقتصاد کشور، می­تواند به بی­ثباتی سیاسی- اجتماعی کشیده شود. در این نگاشته، با بررسی مدرک‌های تجربی، چنین نتیجه‌گیری می­شود که امنیت غذایی نه‌تنها یک پایه مهم اقتصادی، بلکه ابزار مهم جغرافیای سیاسی است که کنشگران جهانی برای زیر فشار قراردادن حاکمان­ کشورها از آن بهره‌می‌گیرند. در پایان، راهکارهایی مانند تغییر برخی از نگرش­ها درباره جایگاه کشاورزی، توسعه پایدار کشاورزی با تاکید بر خوداتکایی در محصول‌های راهبردی، رعایت ملاحظه‌ها در توسعه کشت محصول‌های غیرراهبردی، اصلاح سیاست­های یارانه­پردازی، تغییر الگوی صادرات محصول‌های کشاورزی و تقویت همکاری­های هدفمند منطقه­ای برای دستیابی به امنیت غذایی پایدار و تقویت ثبات سیاسی پیشنهاد می­شود.

The Role of Food Security and Sustainable Agricultural Development in Resilience against Geopolitical Stress and War

چکیده English

This article describes the role of food security and agricultural production systems as a key objective in indirect wars and as a factor of superiority in direct warfare. In fact, the main research question was what role the agricultural sector, as the primary source of food production, plays in the stability of political systems and resilience against geopolitical stress. The present study has been conducted using a review method and by examining up-to-date scientific sources. Relying on data from international organizations such as the Food and Agriculture Organization (FAO) and the International Monetary Fund (IMF), as well as socio-economic theories, it demonstrates how targeted disruption of the food supply chain, as one of the critical pillars of a country's economy, can lead to political and social instability. The article argues, based on empirical evidence, that food security is not only an important economic pillar but also a vital geopolitical tool that global actors use to exert pressure on national governance. Finally, it proposes solutions such as changing certain perceptions regarding the role of agriculture, promoting sustainable agricultural development with an emphasis on self-sufficiency in strategic products, taking precautions in the cultivation of non-strategic crops, reforming subsidy policies, adjusting the pattern of agricultural exports, and strengthening targeted regional cooperation to achieve sustainable food security and enhance political stability.
