واکاوی طرح‌های شوری‌زدایی و انتقال آب خلیج فارس و دریای عمان به ناحیه‌های مرکزی ایران

چکیده
در طرح انتقال آب از خلیج فارس و دریای عمان به فلات مرکزی ایران چندین پیش‌فرض چالش‌برانگیز در ذهن مشاوران و متولیان آب کشور وجود دارد که عبارتند از: الف- حضور پررنگ مفهوم‌های غلبه بر طبیعت به جای سازگاری با آن، ب- سرمایه‌گذاری سنگین دولتی و خصوصی، پ- یکنواخت‌سازی توزیع آب در کشور، ت- توجه نکردن به قابلیت بازچرخانی آب‌های نامتعارف در داخل سرزمین اصلی، ث- شوری‌زدایی آب و انتقال به مسافت هزاران کیلومتر به جای توسعه طرح‌های کوچک، محلی و بوم سازگار برای مصرف‌های محلی، ج- توجیه‌پذیر نبودن پدافند غیرعامل در طرح‌های شوری‌زدایی و انتقال آب و چ- دنبال نشدن طرح آمایش سرزمین. یافته‌های بررسی کارشناسی طرح‌های شوری‌زدایی و انتقال آب از خلیج فارس و دریای عمان به ناحیه‌های مرکزی ایران نشان دادند که هزینه شوری‌زدایی در طرح انتقال آب خلیج فارس و همچنین هزینه های تعمیر، نگهداری و بهره برداری بسیار زیاد است. از سوی دیگر مقدار مصرف انرژی و تولید گازهای گلخانه‌ای بسیار زیاد و پیامدهای منفی محیط‌زیستی دارد. در عوض، راهکارهای جایگزین عبارتند از: الف- بازچرخانی و تصفیه فاضلاب صنعت و شرب در محل تولید آن‌ها، ب- شوری‌زدایی منابع آب‌های سطحی و زیرزمینی شور در داخل کشور و پ- اصلاح شبکه‌های انتقال و توزیع آب شهری و روستایی. با توجه به موردهای یاد شده. پیشنهاد می‌شود که شوری‌زدایی آب دریا برای شرب و صنعت تنها در ساحل‌های خلیج فارس و محل‌های نزدیک به دریا (خلیج فارس) در قالب طرح‌های کوچک اجرا شود و از انتقال آب به منطقه‌های مرکزی خودداری شود و در عوض در صورت نیاز، منابع آب شور داخل سرزمین شوری‌زدایی شوند. البته، به احتمال، ساحل‌های دریای عمان (ساحل‌های مکران) چالش‌های کمتری نسبت به ساحل‌های خلیج فارس دارند، اما طرح‌های انتقال آب دریا در آنجا نیز دشواری‌های زیادی ایجاد خواهد کرد. بنابراین باید پیش از هر اقدامی، بررسی‌های علمی و دقیق صورت گیرد و امکان دسترسی به منابع آب نامتعارف بررسی شود.

Analysis of Desalination and Transfer of Seawater from Persian Gulf and Oman Sea

چکیده English

There are several assumptions in mind of consults and administrators of the Persian Gulf and Oman Sea water transfer project (PGOSWT-project) in Iran that provoke several questions in mind of water specialists as follows: (i) Considering prevalence on nature instead of comparability with nature, (ii) Heavy government and private investment, (iii) Uniform distribution of water in country, (iv) Giving priority to recycling of unconventional water in the main territory, (v) Desalinization of seawater near the Persian Gulf and Oman Sea shores, (vi) PGOSWA-projects are not feasible in non-operant defense, (vii) Not implementing land use planning. In this study, considering the provoked questions in mind of water specialists, we investigated the PGOMSWT-projects. Results showed that the cost of desalinized water is extremely expensive and it causes higher water salinity in Persian Gulf. In this project, the amount of energy consumption and greenhouse gases production is very high and has many negative environmental consequences. Instead, several different approaches are suggested to provide water as follows: (i) Recycling of industrial and drinking wastewater in site of wastewater production, (ii) Desalination of saline surface (river) and groundwater resources in the main territory (iii) Remediation of municipal and rural drinking water supply and distribution networks. Regarding the mentioned results, it is suggested that desalination of Persian Gulf saline water only should be installed and operated on shore and areas near to the shore as small desalination plant and it should not be transferred to the main territory. Instead, saline river water and saline groundwater in the main territory should be desalinized. In regard of Oman Sea water transfer project, it may have fewer challenges. However, its environmental conditions, cost of desalinized water and presence of the unconventional water in the main territory should be again examined.
