پیشران‌های اثرگذار بر تاب‌آوری چای‌کاران ایران

چکیده
تاب‌آوری به‌معنای توانایی بقا و رشد در شرایط متغیر است و در رویارویی با تکانه‌هایی همچون تغییر اقلیم، افزایش هزینه نهاده‌های تولید، فراز و فرودهای شدید قیمت خرید تضمینی و بازار آزاد و حضور واسطه‌های بی‌شمار در زنجیره ارزش، نقشی حیاتی دارند. تولید چای در ایران به‌‌ ویژه با چنین چالش‌هایی روبه‌رو است و همین موضوع ضرورت بررسی پیشران‌های مؤثر بر تاب‌آوری چایکاران را دوچندان می‌کند. هدف پژوهش حاضر،  شناسایی و اولویت‌بندی پیشران‌های اثرگذار بر تاب‌آوری چایکاران ایران است که در سال 1404 انجام ‌شد. در این راستا، چهار دسته پیشران اقتصادی، اجتماعی، فنی و فیزیکی در قالب ۲۷ خرده­پیشران با مشارکت ۱۵ نفر از خبرگان و کارشناسان بررسی‌شد. نتایج نشان‌ دادند که پیشران‌های اقتصادی و بازار (13/48%) و فنی (80/25%) بیشترین نقش را در ارتقای تاب‌آوری دارند. بر این پایه، پیشنهاد می‌شود سیاست‌گذاری‌ها با محوریت بازنگری در نظام قیمت‌گذاری و تعیین قیمت تضمینی متناسب با هزینه‌های واقعی تولید به ‌عنوان اصلی‌ترین عامل اقتصادی، همراه با ارتقای مهارت‌های مدیریتی چایکاران به‌‌عنوان مهمترین پیشران فنی و نوسازی تجهیزات و دارایی‌های فیزیکی دنبال شود، زیرا تمرکز بر این بخش‌ها می‌تواند  همزمان پایداری اقتصادی، بهبود بهره‌وری و افزایش تاب‌آوری چایکاران در برابر بحران‌های محیطی و نوسان‌های بازار را تضمین کند.

Key Drivers Affecting the Resilience of Iranian Tea Farmers

چکیده English

Resilience refers to the ability to survive and grow under changing conditions and plays a vital role in coping with shocks such as climate change, rising production input costs, severe fluctuations in guaranteed purchase prices and free-market rates, and the dominance of multiple intermediaries in the value chain. Tea production in Iran is particularly confronted with such challenges, which highlights the necessity of examining the drivers influencing tea farmers’ resilience. The aim of this study, conducted in 2025, is to identify and prioritize the drivers affecting the resilience of Iranian tea farmers. To this end, four categories of drivers (economic, social, technical, and physical) comprising 27 sub-drivers were assessed through the participation of 15 experts and specialists. The results revealed that economic and market drivers (48.13%) and technical drivers (25.80%) play the most significant roles in enhancing resilience. On this basis, it is recommended that policies focus on revising the pricing system and setting guaranteed purchase prices consistent with the actual cost of production as the main economic factor, while simultaneously strengthening tea farmers’ managerial skills as the key technical driver and modernizing equipment and physical assets. Such emphasis can simultaneously ensure economic sustainability, improve productivity, and enhance the resilience of tea farmers against environmental crises and market fluctuations.
